FG to give 5% of recovered loot to any whistleblower







The Federal Executive Council yesterday approved a new policy that will see any whistle-blower being rewarded with as much as 5 % of recovered loot. Minister of Finance, Kemi Adeosun, who disclosed this to state house correspondents, said the policy which was devised by her ministry, is to encourage anyone with information about corrupt practices to share it with the government.


According to her, the policy is aimed at increasing exposure of financial related crimes, supporting the fight against financial crimes and corruption, improving level of public confidence in public entities, enhancing transparency and accountability in the management of public funds, improving Nigeria’s Open Government Ranking and Ease of Doing Business Indicators as well as recovering public funds that can be deployed to finance Nigeria’s infrastructure deficit.

Adeosun added that vital information that can be sent in for investigation includes mismanagement or misappropriation of public funds and assets (e.g. properties and vehicles), financial malpractice or fraud, collecting/ soliciting bribes; corruption; diversion of revenues, fraudulent and unapproved payments; splitting of contracts, procurement fraud (kickbacks and over-invoicing etc.)

 Responding to a question on whether a whistleblower will be rewarded financially, she said

"It depends. If there is a voluntary return of stolen or concealed public funds or assets on the account of the information provided, the whistleblower may be entitled to anywhere between 2.5% (minimum) and 5.0% (maximum) of the total amount recovered. You must have provided the government with information it does not already have and could not otherwise obtain from any other publicly available source to the Government."

Former drug peddler graduates from university at age 67






Former drug dealer and ex-convict, David Norman, has graduated from Columbia University at 67 as the oldest student in his class. This great feat by the ex-convict who has faced many arrests and had two prison stints proves that it is never too late to start again.
Norman had a rough start in life. At age 15 he was already using heroin and before long was making money on the streets selling dope and for thirty-five years he was addicted to the substances he sold.

He was first sent to prison in 1967. Decades later, he was sent to a correctional facility where he spent six years for manslaughter after stabbing a man in a street fight. It was those six years that changed his life. While there, David turned his love for money into books and began learning and also teaching other inmates.

He got out in year 2000, a changed man and got a job as an outreach worker in a hospital where he helped substance abusers. This job led to him working and schooling in Columbia University.

He plans to write a book which he will give the title, ‘You don’t have to wait as long as I did'

Nigeria Customs Service has seized over 100 bags of plastic rice suspected to have smuggled from China. The agency advised Nigerians to be vigilant of the activities of smugglers at this yuletide season as all kinds of consumable are being smuggled into the country. Controller incharge of Federal Operations Unit Zone ‘A’ Ikeja Lagos, Haruna Mammud, gave this advice during a press briefing on the seizure of suspected Plastic Rice by Officers of the Unit.





"Today am happy to tell you that after our last week press briefing, we intensified our operations in search of the alleged “plastic rice” and with the support of some patriotic Nigerians most especially a member of the forth estate of the realm, we were able to locate where this rice were stored for distribution to the public as yuletide gift." he said
"As I speak with you, we have successfully evacuated 102 bags of 25 kg branded Best Tomato Rice has no NAFDAC Batch Number and manufacture/expiring dates. Preliminary analysis on the rice after boiling shows that the rice is sticky and plastic in nature. We are still investigating to ascertain how many of this rice has been circulated and how best to retrieve it in order to protect and safeguard the health of Nigerians and to bring those behind it to book".



Compt. Haruna praised the commitment and diligence of the officers and men of the FOU ‘A’ for living up to their responsibilities. He also appreciated well-meaning Nigerians who provided timely information that led to this discovery and seizure.

He advised economic saboteurs who see yuletide season as peak period for their nefarious acts to desist from such illegal business as the Unit has devised other operational modalities that will make them run for their monies and count their losses.

Why 2016 Has Been Miley Cyrus and Liam Hemsworth's Best Year


A lot of people are complaining that 2016 was the worst year ever, but Miley Cyrus and Liam Hemsworth might just disagree.

After splitting up for several years, the couple found their way back into each other's arms in January and later confirmed their engagement is back on. But more than just rekindling the old flame, it's safe to say Liam and Miley are happier than ever before, continuously sharing their love with the public through the media, social platforms, red carpet events and more.

The Moment of Kindling: The pair first reconnected with each other at a music festival in Australia just days after ringing in the New Year. Sources told E! News at the time that they hung out with Liam's whole family and showed quite a bit of PDA, "cuddling and kissing" while watching the concert.

From that moment forward, they were spotted out and about together more frequently, and we came to the conclusion that their years apart actually made their rekindling all the more fulfilling.

The Break Served Them Well: After rekindling, both Miley and Liam admitted their two-year break helped them find each other again.

Covering the June/July issue of GQ magazine, Liam explained, "Of course it was hard, man. But at the time we were going in different directions and it's just what needed to happen. We were both super young and it was a good decision at the time—we both needed that."

Family Approval: After getting back together, both Liam and Miley's families were very supportive. The 24-year-old singer has been photographed with her beau's family several times and even got matching tattoos with his sister-in-law, Elsa Pataky.

Liam shared a Christmas photo with the Cyrus clan earlier this week, and Billy Ray Cyrus has gushed to E! News about the couple getting back together. "They're so happy. They Got Re-Engaged: And it was much better timing. After their break, the pair realized they were both in the wrong place of their life when they first got engaged but the love was always there.

"You fall in love with who you fall in love with; you can never choose," Liam told Men's Fitness. "I guess some people just come with a little more baggage," the Australian actor says, laughing. "I mean, look—we were together five years, so I don't think those feelings will ever change. And that's good because that proves to me that it was real. It wasn't just a fling."

 "Liam never stopped loving Miley. Liam and Miley's timing was just off the first time they were engaged, many things played into them calling it off. They both needed to grow up and figure themselves out more."


More Puppies: Miley helped bring another furry child named Dora into Liam's life at an adoption event before the pair officially got back together. Since then, they've shared several photos of their dog posse, which consists of at least five dogs at this point.

And More Fun: The couple has been all smiles in photographs taken of them together while out and about. For example, in July, the were spotted leaving Nobu restaurant in Malibu, giving the finger to on-looking photogs and cracking up while doing so.

Rare Public Events: Since rekindling, the pair rarely joined one another during major public events, but Liam made sure to support his boo when she was honored at Variety's Power of Women luncheon in October. They posed for photos, and an onlooker told E! News that at one point, "[Miley] wrapped her arm around him and leaned her head against his shoulder."

Growing in Love: During an interview with Ellen DeGeneres in October, Miley chatted about her engagement ring that she's been wearing again and admitted that it's not really "her." However, she proved how far she's come with the relationship by noting that she wears it because it reminds her of the love she shares with Liam.

"This is really weird because this is like real jewelry and most of my jewelry is made out of gummy bears and cotton candy and they don't look that good together because they kind of mix up," she explained. "So sometimes I replace it with an actual unicorn or a Looney tune, and [Liam] is kind of like, 'What's going on?' It's like, 'Well, this isn't really my aesthetic, but I'll wear it because you love me.'"


They're Living Together Again: After several years of going out and dating, Miley has found her happiness beside her man.
On  October the pair moved in together again. "Miley really loves nesting with Liam. She's loving just being at home with him," the insider shared. "She cooks a lot. She loves trying out new recipes all the time."

EFCC Charges Adoke, Etete And Seven Others





CBN, ALGON, FG, garnishee order absoluteThe Economic and Financial Crimes Commission (EFCC) has filed a nine-count charge against a former Minister of Justice, Mr Mohammed Adoke, a former Minister of Petroleum, Mr Dan Etete and seven others for alleged mismanagement of multi-million dollar revenue from the sale of oil bloc to Malabu Oil and Gas Limited.

The others are a businessman, Aliyu Abubakar, Malabu Oil and Gas Limited, Rocky Top Resources Limited, Imperial Union Limited, Novel Properties and Development Company Limited, Group Construction Limited and Megatech Engineering Limited.

Court papers filed by prosecutors say the accused persons transferred $801.540 million from the Federal Government escrow account.

The charges are filed two months after the House of Representatives investigated alleged shady deals in the award of oil blocs involving Malabu Oil and Gas Limited.

According to the court papers, Mr Dan Etete is alleged to have at different times transferred an aggregate sum of $801.540 million into the account of Malabu Oil and Gas in a commercial bank in Nigeria.

A second accused person, Aliyu Abubakar and his company Rocky Top Limited are alleged to have transferred $478.603 to Imperial Union Limited, Novel Properties and Development Limited, Group Construction Limited and Mega Tech Engineering Limited as payment for services rendered when he ought to have known that the money was proceeds of an unlawful act between Mr Etete and Malabu Oil and Gas Limited.

The former Minister of Justice and Attorney General of the Federation in one of the nine charges is alleged to have aided Mr Etete and Malabu Oil and Gas Limited to commit the offence of money laundering by facilitating $801.540 transferred to Mr Etete and Malabu Oil and Gas Limited from the Federal Government escrow account.

The charge, which was filed on December 20 is yet to be assigned to a judge.




Fayose Signs Ekiti 2017 Appropriation Bill Into Law


Fayose, Ekiti, Education Support Project.Ekiti State Governor, Ayodele Fayose, has signed into law the state’s 2017 Appropriation Bill, with a promise to consolidate on all his administration’s achievements in the last two years.

The bill was signed into law on Wednesday after it  was passed by the lawmakers on Tuesday.

It was jacked up by the lawmakers from its earlier 93 billion Naira to 94.4 billion Naira, with the lawmakers saying the adjustment was made to accommodate other key sectors of the state.

The signing into law of the 2017 Ekiti State Appropriation Bill by Governor Ayodele Fayose is coming barely one week after it was presented to the State House of Assembly.

After signing the bill into law, the governor said: “I assure the people of the implementation and to offset some of the ongoing project in the state”.

The Speaker of the State House of Assembly, Kola Oluwawole and other members of the House pledged their continued support for the Governor, saying they will defile all intimidation from the Federal Government.

Ekiti state is the first state in the country to sign into law the 2017 Appropriation Bill.

James Ibori Released From UK Prison.




Former governor of Delta State, Mr James Ibori, has been released from a prison in the United Kingdom.
He was released on Wednesday afternoon upon a court order.

The former governor’s release was confirmed to Channels Television by his spokesman, Mr Tony Eluemunor.

The judge, Mrs Juliet May, at about 12:20 p.m. ordered the immediate release of Mr Ibori, a judgement Ibori’s spokesman described as a major victory against the British Home Office, at the Royal Court of Justice, Queens Court 1, London.

Counsels to the Home Office wanted Mr Ibori to remain in detention after he had served his jail term.

Request For Further Detention

A statement by Mr Eluemunor read: “In a curious move, the British Home Office, instead of releasing Ibori on December 20, informed him that he would be detained on the grounds that his confiscation hearing had not been concluded.

“So, in court, Ibori’s lawyers exposed the injustice in the indefinite detention the Home Office had planned for Ibori. They told the Judge that there were no grounds in law under which Ibori could be detained and that his detention for one day by the Home office was unlawful”.

He said the move triggered a high drama in the British High Court, as senior lawyers for the UK’s Home Office failed in their last minute bid to prevent Ibori’s release.

According to him, the apparent decision to block Ibori’s release and detain him appeared to have come from the highest echelons of the UK Government – the Home Secretary whom he claimed was accused in Wednesday’s hearing of acting unlawfully and misusing her powers.

The Crown Prosecution lawyer, Sian Davies, did not object to Ibori’s release and return to Nigeria, yet at the last minute the Home Office stepped in. There is clear discord between the two arms of the British Government.

‘Politically Motivated Prosecution’

Mr Ibori’s team was led by Ian McDonald, the leading QC on immigration.

Ibro’s spokesman further said that the visibly irritated Judge, who could not understand the Home Secretary’s position, was critical of the move to detain Ibori any further.

“Justice May rejected the Home Secretary’s requests for conditions to be imposed and ordered Ibori’s immediate release,” the statement further read.

According to Mr Eluemunor, Mr Ibori and others have long maintained that their prosecution was politically motivated and funded by the UK’s Department for International Development, DFID, whose senior employee was also the jury foreperson in one of the earlier trials.

He said that the Ibori case has been plagued with British police corruption, exceptional prosecutorial misconduct and fundamental non-disclosure, with a multitude of appeals launched or in the process of being launched.

Celebration In His Hometown

Channels Television’s correspondent in Delta State says there is celebration in his hometown, Oghara, as a result of his release.

Mr Ibori was sentenced by a UK court to prison for 13 years and served out his term in the midnight of Tuesday.

He pleaded guilty to 10 charges of fraud and money-laundering in February 2012 and is the most prominent Nigerian politician to be successfully prosecuted for corruption.

The former governor’s case was heard in London after prosecutors argued that, although much of the activity in question took place in Nigeria, some money did pass through Britain and British banks.

During his trial, a London court heard the stolen fortune was used to buy six foreign property and a fleet of cars, although the judge said the total amount stolen may in fact be “in excess of 200 million pounds”.

The biggest single fraud involved misappropriating $37 million in fees when Mr Ibori’s Delta State sold its stake in the Nigerian mobile telecoms company V Mobile.

The Ibori case was heralded as a major success for London’s police, with Britain long seen as a destination of choice for corrupt Nigerian politicians to spend their ill-gotten gains.

There is wide speculations that Mr Ibori, who was elected governor of Delta in 1999 during Nigeria’s transition from military to civil rule, could still play a prominent role in Nigerian public life on his release.

He is out of prison after three and half years of his sentencing, having served a year while trial was ongoing, a year beforehand awaiting trial in London and a year in Dubai from where he was extradited to Britain.

Music Business Winners 2016 Taylor Swift, Michael Jackson, Afterlife Lineup



In December 2015, I named Taylor Swift one of the music industry's biggest winners for the second year in a row after she pulled in $80 million, earning the No. 4 rank in pay among all musicians. But she seemed to have an even bigger payday in the works from her 1989 World Tour.

I predicted Swift would more than double her earnings, which she did--and then some--raking in $170 million this past year, most of it from the aforementioned tour, which mostly fell into our latest scoring period. That was not only more than any living musician, but more than any celebrity of any stripe on the planet. And so, as much as I hate to repeat myself, Swift gets the nod as one of this year's music business winners.

Swift, however, was not the annual earnings champ among all celebs, or even among all musicians, if those cashing in from beyond the grave are included. Michael Jackson raked in a remarkable $825 million--the biggest single-year total ever recorded by FORBES for any celebrity dead or alive.

The King of Pop derived the bulk of his bucks from the March sale of his half of the Sony/ATV music publishing catalog, known for its library of Beatles tunes, to Sony for $750 million. The deal marked the fascinating denouement of a saga that began with Jackson's initial purchase of ATV for $47.5 million in 1985, a move many critics, and even some advisers, once slammed as an outrageous outlay.


“He was always doing stuff that was the best, the greatest, the biggest,” said Jeff Jampol, who manages the estates of Janis Joplin, Jim Morrison and others. “That was a big fight when he wanted to buy that catalog … it turned out to be one of the greatest investments ever.”

Jackson will be joined in the great beyond by perhaps the most talented group of musicians to pass away in a single year, including Prince, David Bowie, Merle Haggard, Glenn Frey, Sharon Jones, Leonard Cohen and even Phife Dawg. The past year has been a tragedy for living audiences, but one might say it's a boon to the lineup of the great music festival in the sky.

If there's any consolation to the millions grieving the loss of such a beloved constellation of stars, it's that in the modern world, acts like Jackson and Tupac Shakur can go on to have a life after death of sorts, with new music and even performances--via hologram--cementing their immortality.

Honorable mention among the music business winners of 2016 goes to Justin Bieber, whose album Purpose launched two songs that dominated 2016 ("Love Yourself" and "Sorry"); Adele, who earned $80 million on an arena tour and continued sales of 25 ; and Drake, who was recently named the top streaming artist of 2016.

Sweden Heads The Best Countries For Business For 2017



Donald Trump swept into office last month behind a groundswell of support from Americans captivated by his promises to “take America back” and “make America great again.” Whatever the chances are that he can deliver -- economists are skeptical of Trump’s economic plans -- it certainly has been several years since the United States was “great” in Forbes’ annual list of the Best Countries for Business.

This year is no different as the U.S. falls one spot to 23rd place, continuing a decade-long slide from its No. 1 ranking in 2006. Falling scores on trade and monetary freedom, along with rising levels of red tape and bureaucracy are behind the decline for the world's largest economy. The Heritage Foundation cites more than 180 new federal regulations imposed on businesses since 2009 with annual costs of $80 billion following the bailouts of the auto and financial industries amid the Great Recession, along with increased government intervention in the housing and health insurance markets.

One country headed in the opposite direction is Sweden, which moves up four spots to the top of the charts for the first time (Sweden ranked No. 17 in 2006). Over the past two decades the country has undergone a transformation built on deregulation and budget self-restraint with cuts to Sweden’s welfare state.
